Looks like FileMaker failed to let folks know that the Microsoft Visual C++ 2008 SP1 runtime components were necessary for any FileMaker 11 Runtime to function properly.  Previously, all necessary components were always packaged with a FileMaker runtime environment when it was created which tended to balloon up the runtime size a fair bit.  If you are having trouble running the CoCGMS v1.40 or higher on Windows, download and run one of these component installers:

For XP or Vista 32 bit

For XP or Vista 64 bit

I believe Windows 7 has these components built in already.
